Macguyver, here are two links i always found helpful.. Sounds like your Vacuum or the actuator isnt working.. Maybe a slow vacuum leak at first but it's getting worse ?

Lenghty explanation of the Vaccum thingy.

and the missing diagram for that page..

And more info from my 'other' home, they are talking in lenght about the actuators, boots, hoses etc..

Let me know if i can trace anything on mine for you.

It may be the vacuum relay on that side your having the problem with. The headlight can't open unless vacuum is applied to to one side of the actuator. The vacuum is probably being supplied from the vacuum canister because ther is no other source when the engine is not running. The relay works when the engine is running but is supposed to return to it's normal position{internal}by a spring when you shut the engine off. Try switching the vacuum hoses on the relays to the opposite sides and see if the problem moves to the other headlight,if it does you have a bad vacuum relay.I do not know if the actuators themselves are spring loaded and can cause this problem, but I think not, since they have hoses on either side to open and close. Let us know how you make out.

FIXED IT!!!! Finally got around to working on this thing, gets embarassing after a while when 1 headlight keeps popping up like that. It ended up being that little round metal check valve up by the drivers side top of the intake. Super simple easy and cheap!!!! :D
